I had to reinstall my app but it wants me to pay. I am using the same Gmail account so how do I get it to work?

I followed your instructions...installed app ,installed unlocker and I was charged $20.00. I should not be charged to reinstall my app that has already been paid for. How do I get a refund for this? Please let everyone know what the procedure is to reinstall an app that has already been paid for without getting charged again. This was necessary after I had to do a factory reset on my phone.
